Job Summary: This is an advanced professional position that plans, designs, and conducts research to aid in the interpretation of water use data and analysis, and in solution of problems arising from all types of water use. Assists in the development of the District's Water Supply Assessment and District's Water Supply Plan through the review and analysis of water demand projections. Performs complex geospatial/geostatistical analyses to develop projections of water demand and population.

Job duties include:

  • Performs complex statistical and geospatial analyses of water use. Develops, documents, implements, and monitors standard operating procedures for collection of water use data and associated data for databases and assures adherence to data management protocols and QA/QC procedures. Assists in developing and maintaining methodologies for water demand and population projections, as well as developing water demand projections, including spatial distribution, by water use category / permittee. Reviews population and water demand projections, as well as water conservation plans, received through the consumptive use permitting process for accuracy and consistency with planning projections.

  • Designs and modifies existing databases and researches, identifies, and develops protocols for data acquisition from external water use data sources that are available for inclusion into the District water use database. Serves as a data steward and identifies new data needs for water supply planning and develops protocols to meet those needs. Identifies, processes, and evaluates spatial and tabular data required to develop ground water model input data sets from available databases that support water supply planning and groundwater modeling projects.

  • Assists in development of Water Supply Assessments, District Water Supply Plans, Joint Water Supply Plans, and Annual Water Use reports including review and analysis of water use data, water conservation programs, preparation of tables and charts, presentations that effectively convey water use information, writing selected chapters and text, map production, technical editing, documentation of quality control, coordination of internal and external reviews, and representing the District at meetings.

  • Serves as subject matter expert to other professionals on matters of datasets associated with population and water demand projections for all water use categories and associated permitting, planning, conservation, and project implementation issues. Also serves as subject matter expert on water use category, water source, quantity, treatment technology, distribution systems, destinations and associated permitting issues.

Minimum Qualifications:

Water Supply Planner requires a bachelor's degree from an accredited college or university in water supply planning, natural resources, or related field and one year of professional experience in water supply planning, environmental resource management, or related field.

Water Use Analyst requires a bachelor's degree from an accredited college or university in environmental science, agriculture, resource economics, geography, hydrology, statistics, engineering or a natural science related field and three years of progressive professional experience in complex water use quantitative analyses, interpretation, or demand projections as it relates to water resource management. Prefer work experience within a water utility or a water regulatory agency/environment.

An advanced degree may substitute for a portion of the required experience.

Physical Requirements/Working Environment:
Mostly office environment sitting at a desk and operating a personal computer to produce work products with some field visits as required.

Periodic field visits:
Applicant must have ability to endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.

Licenses:
Requires a valid Florida driver license.

Travel:
Occasional travel to attend off-site meetings, sometimes outside of normal business hours including overnight. Ability to drive oneself to and from meetings.

Starting Salary Range:

Water Supply Planner - $54,537.60 - $68,161.60
Water Use Analyst - $64,230.40 - $83,491.20

Starting salary is based on qualifications and experience.
