Ideal Candidate
Under general direction, the Water Distribution System Worker I/II performs unskilled and skilled labor-intensive tasks with the understanding of mechanical, electrical, and hydraulic principles. Must be able to meet deadlines in the installation, repair, operations, and maintenance of the District's water systems.
About the Position and Department
This is a full-time hourly, non-exempt position. This position will be part of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.
Water Distribution System Worker I:
Under General Supervision, Essential Functions May Include:
- Performs physical work requiring manual dexterity, agility, and physical coordination.
- Understands and carries out verbal and written instructions.
- Performs basic math.
- Performs maintenance on hydrants, meters, meter boxes, service lines, mains, valves, wells, backflows, and pump stations.
- Assists with emergency repairs, leak investigations, and new development review and inspections.
- Follows established procedures in the operation, monitoring, and basic analysis of various water supply and treatment equipment, including:
- Pumping systems
- Chemical feed systems
- Water storage facilities
- Measure and control systems
- Control valves and meters
- Develops skills to ensure the proper functioning of equipment.
- Gains familiarity with basic analytical techniques to assess equipment performance.
- Works collaboratively with team members to support the operation of water supply and treatment processes.
- Executes all tasks safely and adheres to safety protocols.
- Collaborates effectively with fellow employees and maintains positive working relationships.
Water Distribution System Worker II: Essential Functions May Include:
- Performs physical work requiring manual dexterity, agility, and physical coordination.
- Understands and carries out verbal and written instructions.
- Performs basic math.
- Independently performs maintenance on hydrants, meters, meter boxes, service lines,
- mains, valves, wells, backflows, and pump stations.
- Performs emergency repairs, leak investigations, and assists with new development review and inspection.
- Independently performs maintenance on hydrants, meters, meter boxes, service lines, mains, valves, wells, backflows, and pump stations.
- Pumping systems
- Chemical feed systems

- Operates Heavy Equipment Loader, Backhoe, Dump Track, and other heavy equipment.
- Inspects construction projects using plans and specifications.
- Demonstrates proficiency in efficiently and effectively operating equipment, with the ability to promptly identify and address issues.
- Utilizes intermediate analytical skills to interpret data, troubleshoot problems, and adjust as necessary to maintain optimal performance.
- Demonstrates leadership qualities consistent with the District’s mission, vision, and guiding principles.
- Collaborates with team members to optimize processes and enhance overall system efficiency.
- Executes all tasks safely and adheres to safety protocols.
- Collaborates effectively with fellow employees and maintains positive working relationships.
Other Duties and Requirements
- Performs "on-call" duty and must be within 40 miles of the District office, corporation yard, or worksite while on-call.
- Performs emergency work assignments.
- Irregular or extended work hours: Occasionally required to change working hours or work overtime.
- Successful completion of medical examination, drug, and alcohol test before and during employment.
- Comply with all District policies throughout employment and perform related duties as assigned.
Knowledge, Skills & Abilities Diablo Water District evaluates candidate qualifications based on an equivalent combination of education and experience. For example, if a candidate does not possess a college degree (applicable to some jobs) but possesses double the number of years required relevant experience, this may satisfy the minimum job requirements. Accordingly, candidates of all education/experiential backgrounds are encouraged to apply.
- Possess a high school diploma, G.E.D. equivalency, or high school proficiency certificate, required.
- Two years field experience in an occupation with relevant duties, required.
Required Licenses and/or Certifications
- Maintain a valid California Class C Driver License throughout employment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
- Possession and proof of a driving record free of multiple or serious traffic violations or accidents for two (2) consecutive years.
- Possession of State of California Distribution II and Treatment II Operator Certifications. Individuals who do not meet this requirement may be considered for alternative entry-level positions.
- Backflow General Tester Certification, preferred.
Environmental Factors
- Exposure to the sun: 50% to 100% work time spent outside a building and exposed to the sun.
- Work above/below floor level: Some work done on ladders or other surfaces above and below the ground.
- Works in an environment with exposure to dust, dirt, chemicals, and significant temperature changes between cold and heat.
- Ability to navigate uneven surfaces, with or without assisting devices.
Typical Physical Activities Diablo Water District supports modern ergonomics and safety protocols in all its daily practices.
- Ability to lift and carry 90 pounds repeatedly.
- Operates District vehicles to travel between District plants and facilities.
- Must be able to carry, push, pull, reach, and lift equipment and parts weighing up to 90 pounds.
- Stoops, kneels, crouches, crawls, and climbs during maintenance and repair work on telemetry and communications systems.
- Communicates orally with District staff and the public in face-to-face, one-to-one settings.
- Regularly use a telephone for communication.
- Uses common hand tools such as wrenches, hammers, pliers, screwdrivers, and such special tools and equipment.
- Uses office equipment such as computer terminals, copiers, and FAX machines.
- Stands and walks for extended periods of time.
- May occasionally travel by airplane and automobile in conducting District business.
