SALARY: $8,698.00 - $12,281.00 Monthly

GENERAL DESCRIPTION:
Irvine Ranch Water District is accepting applications for a Treasury Manager who will perform complex financial and administrative duties related to the District’s fixed-income and real estate investments, tax-exempt debt, interest rate swaps, cash management, and other treasury functions. The incumbent will provide general support and assistance to the Treasurer and Finance Department.

SUMMARY OF DUTIES:

Investments and Cash Management:

  • Assist in the overall management and investment of the fixed-income portfolio in accordance with District policies and procedures.

  • General knowledge of financial markets and current economic conditions is essential.

  • Develop and recommend potential strategies, securities, and timing to optimize the District’s rate of return within acceptable risk and liquidity parameters.

  • Develop and maintain relationships with securities brokers, bankers and other financial professionals.

  • Prepare the District’s annual investment policy and recommend changes when and as appropriate.

  • Research, analyze and make recommendations related to new products/services for investment and cash management activities.

  • Assist with the preparation, maintenance and analysis of short-term and long-term cash flow projections and trends.

  • Execute electronic payments related to investments, debt issues, payroll and other District purposes.

Debt Issuance and Administration:

  • Assist in structuring and obtaining short and long-term financing for District capital projects and other purposes.

  • Participate in the preparation and review of bond documents, including Official Statements, rating agency communications and other reports related to District operations.

  • Research, analyze and provide input on debt issuance products and opportunities to minimize the District’s exposure to market and economic conditions.

  • Ensure compliance with reporting and continuing disclosure requirements for all bond issues, including additional bonds tests and debt service coverage ratios.

Real Estate Investments:

  • Assist with the overall management of the District’s real estate investment program and policies.

  • Assist with the purchase, development, leasing, financing and disposition of real estate investments and operating properties.

  • Research, analyze and provide input on potential real estate investment and financing opportunities.

  • Interact with property managers pertaining to monitoring, maintaining, and reporting on District investment properties.

Other Duties:

  • Attend meetings of the Board of Directors and related committees as required.

  • Assist in preparation of annual audit schedules and footnotes for external auditors pertaining to the District’s debt, investments, interest rate swaps and real estate activities.

  • Assist with oversight of the District’s defined contribution retirement plans including quarterly reporting to the Board or committee and coordination of employee enrollment and education.

  • Manage and/or participate in special projects as assigned.

  • May supervise others as assigned.

  • Comply with District safety work-related practices and attend relevant safety training.

QUALIFICATIONS:

  • A combination of education and experience equivalent to a Bachelor’s degree in finance, business, accounting, or related field from an accredited college or university. Master of Business Administration desired.

  • Minimum five years of progressively responsible experience in a banking, treasury or public agency finance environment required. Knowledge of principles and practices of finance and financial analysis, fixed-income portfolio management, tax-exempt financing, financial markets, economic principles required. Experience with commercial real estate investments desired.

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint). Working knowledge of database software applications and Bloomberg financial system desired.
