Job Summary: This is an advanced professional position that plans, designs, and conducts research to aid in the interpretation of water use data and analysis, and in solution of problems arising from all types of water use. Assists in the development of the District's Water Supply Assessment and District's Water Supply Plan through the review and analysis of population and water demand projections. Serves as data science lead, lead technical staff for section, provides leadership and mentorship, and performs complex geospatial/geostatistical analyses to develop projections of water demand and population. Serves as a liaison and point of contact for other agencies and stakeholders.

Job duties include:

  • Ensures that the Division's water use and related data needs are met. Designs and modifies existing database and applications to ensure efficient and consistent data storage and retrieval. Researches, identifies, and develops protocols for data acquisition for external water use data sources that are available for inclusion into the District water use database. Serves as the data manager to ensure consistency among the District’s databases and identifies new data needs for water supply planning and develops protocols to meet those needs. Identifies, processes, and evaluates spatial and tabular data required to develop ground water model input data sets from available databases, that support water supply planning and groundwater modeling projects.

  • Performs complex statistical analyses of water use, including but not limited to the following tasks: Develops and applies methodology to break down all sectors of water use into its component parts for analysis, including indoor versus outdoor use and residential versus non-residential uses; determines gross and residential per capita water use rates. Documents operating procedures for identifying water use data and inclusion in the District's tabular and spatial databases. Assists in developing and maintaining methodologies for water demand and population projections, both tabularly and spatially. Maintains the District’s domestic self-supply and reclaimed water data sets. Reviews population and water use demand projections, as well as water conservation plans received through the consumptive use permitting process for accuracy and consistency with planning projections. Manages and oversees developing the report of Annual Water Use.

  • Reviews and assures the accuracy, appropriateness, and real-world validity of all water use data and data retrievals. Assures adherence to data management protocols and QA/QC procedures, including QA/QC of all work products developed. Develops, implements and monitors quality assurance methods and procedures for water use data collection, validation, and processing. Develops, implements and monitors standard operating procedures for collection of water use data and associated data for databases

  • Assists in the development of Water Supply Assessments, District Water Supply Plans, and Joint Water Supply Plans, including review and analysis of water use data, water conservation programs, preparation of tables and charts, presentations that effectively convey population and water data information, writing selected chapters and text, document quality control, coordination of internal and external reviews, and representing the District at meetings. Reviews and analyzes technical work products and reports.

  • Serves as subject matter expert to other professionals on matters of datasets associated with population projections and water demand projections for all water use categories and associated permitting, planning, conservation, and project implementation issues.

  • Serves as point of contact for federal and state agencies on subjects related to water use and reclaimed water, per capita, population and water demand projections, including associated databases and quality assurance. Maintains regular liaison with major water users and state, local and federal government agencies for purposes of collecting and sharing data and coordinating water use reporting. Attends various water user and advisory group meetings (via driving to the meetings if the meeting is held in person). Participates in inter-district and inter-agency coordination meetings. Visits major water user sites (via driving to the location) and confers with water supply utility and public works directors. Participates in making presentations as necessary. Mentors new staff and stakeholders regarding all aspects of population and water data/demand for regional water supply planning.

Minimum Qualifications:
Requires a bachelor's degree from an accredited college or university in environmental science, agriculture, resource economics, geography, hydrology, statistics, data analytics, engineering or a natural science related field and five years of progressive professional experience in complex water use quantitative analyses, interpretation, or demand projections as it relates to water resource management. Prefer work experience within a water utility or a water regulatory agency/environment.

An advanced degree may substitute for a portion of the required experience.

Licenses:
Requires a valid Florida driver license.

Travel:
Requires travel to attend off-site meetings, sometimes outside of normal business hours including overnight. Ability to drive oneself to and from meetings.

Additional Details:

Starting Salary Range: $67,371.20 - $87,568.00 Annually

Starting salary is based on qualifications and experience
