Real Estate Service Program

Job Summary: This is a senior professional position negotiating various land acquisitions for the District, including right-of-way, land use license agreements, and land purchases.

Job duties include:

  • Coordinates and drafts legal and Governing Board documents for a variety of real estate transactions for complex, multi-party land acquisition and conservation easement projects; for land use and easement issues for management of District lands: and for property needs of District water management and monitoring projects. Provide guidance and technical expertise as needed for complex transactions administered by other Program staff.

  • Compiles, analyzes, researches, and prepares complex written and graphic reports to support strategic and long-range planning for the District and in response to requests for information from federal, state and local government agencies and programs, as well as stakeholders, internal staff, and the public.

  • Coordinates with other agencies such as FDEP, USDA, National Guard Program, and other federal, state, and local agencies to promote partnership acquisitions and agreements. Assists in the implementation of the FDOT Mitigation Plan. In addition, prepares grant applications, presentations, program applications and publications for District, state, federal and local government acquisitions.

  • Manages the Intergovernmental Agreements for the management of conservation land. This involves drafting agreements and amendments for the management of District owned land and coordinating with other public agencies for the management of land not owned by the District.

  • Serves as project manager for certain contracted activities and special projects periodically assigned to or required of the Program.

  • Reviews and ensures all details of closings associated with real property donations for mitigation or otherwise are acceptable by the District before closing transactions are authorized.

  • Researches and resolves questions regarding District property interests for the Office of General Counsel and other District staff including regulatory, project management and land management staff.

Ability to:

  • Make public presentations, communicate well, coordinate complex programs and contracts, work with a variety of professional disciplines, prepare Excel spreadsheets and reports, research federal and state rules and regulations and manage a variety of projects for the Program.

Minimum Qualifications:
A bachelor's degree from an accredited college or university in real estate, business administration, public administration or related field and five years of progressively responsible experience in corporate, commercial, or public sector real estate practices.

A master's degree from an accredited college or university in real estate, business administration, public administration or related field can substitute for one year of the required experience.

A doctorate from an accredited college or university in real estate, business administration, public administration or related field can substitute for two years of the required experience.

Professional experience can substitute on a year-for-year basis for the required college education.

Physical Requirements/Working Environment:
Mostly in the office environment sitting at a desk and operating a personal computer to produce work products with some field visits as required. Field visits would require enduring outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.

License:

  • Valid State of Florida Driver’s License.

  • Florida Real Estate Salesperson’s License Preferred.

Additional Details:

Starting Salary Range: $56,180.80 - $70,220.80

Starting salary is based on qualifications and experience.
