Vallecitos Water District is now accepting applications for Safety & Training Specialist. Salary: $73,395.92 - $98,358.21 Annually

Hybrid remote/office schedules may be available after passing introductory period.

Typical Qualifications

Ideal Candidate
The ideal Safety & Training Specialist has prior experience and knowledge of OSHA and Cal OSHA regulations and provisions. This person has experience conducting inspections and analyzing safety trends and incidents to identify areas of improvement. Worker's compensation training or experience dealing with claims is highly preferred. The position will review and update safety programs, so strong writing skills are required.

The successful candidate has strong organizational skills and keeps clear records. They must be detail-oriented and able to track assignments without direct oversight. Our Safety & Training Specialist is comfortable giving guidance & direction to supervisors, sometimes in uncomfortable situations. They must be capable of talking in front of groups of all levels for training purposes.

Knowledge, Skills, and Abilities

Knowledge of:

  • Federal, state, and local occupational health and safety practices and regulations related to the work of a water and wastewater utility;

  • Practices, methods, and techniques of health and safety program development and implementation;

  • Practices, methods, and principles of employee safety education and training;

  • Workers’ compensation and return to work programs;

  • Federal and state Department of Transportation (DOT) Drug and Alcohol rules and regulations;

  • Accident investigation techniques; record keeping methods.

Ability to:

  • Communicate clearly both orally and in writing; develop and present safety training to employees of all levels;

  • Establish and maintain effective relation¬ships with District staff, the public, and those contacted in the course of the work;

  • Maintain, update, and develop occupational safety programs; evaluate program effectiveness; analyze trends and offer solutions;

  • Comprehend and explain complex rules and regulations; read and interpret safety documents, loss & accident reports;

  • Consult with outside agencies regarding the District’s regulatory and risk management programs;

  • Interpret, explain, and ensure compliance with District policies and procedures, complex laws, codes, regulations, and ordinances.

  • Conduct on-site risk assessments and/or accident investigations with written reports.

  • Establish and maintain a variety of filing, recordkeeping, and tracking systems; organize and prioritize assignments in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines; exercise sound independent judgment within established policy guidelines.

Education & Experience
Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be: high school graduation or equivalent, and; four years’ experience maintaining safety programs and compliance, worker’s compensation, and employee training. Experience in a water and/or wastewater utility is highly desirable.

Licenses, Certificates, and Special Requirements

  • Possession of, or ability to obtain, a Class C California driver’s license and a satisfactory driving record.

  • Occupational health and safety certifications, such as Certified Occupational Safety Specialist, are highly desirable.

  • Candidates must submit a work-related writing sample to the application. Samples could include correspondence to officials, safety programs/manuals, etc.
