The Water Division of the City of Sacramento Department of Utilities (DOU) is seeking qualified applicants for a Program Analyst position in its Water Quality Laboratory and Research & Development section. Under general direction, the Program Analyst performs professional-level project work in the administration, coordination, and management of the section. Responsibilities include, but are not limited to: acting as laboratory quality control officer; optimizing and implementing quality control systems required to ensure high quality laboratory data and retention of laboratory accreditation; development of policies and procedures for water quality laboratory data management; administration and reporting of data; analyzing and trending data; researching and interpreting water quality regulations; preparing high level summaries of complex information for inclusion in reports, studies, and other deliverables; and developing strong professional relationships with key customers (both internal and external) and stakeholders.
THE IDEAL CANDIDATE
The ideal candidate will have previous experience working in an analytical laboratory setting, familiarity with Standard Methods for the Examination of Water and Wastewater, and a proven background in laboratory quality control, including database queries, and data analysis. The candidate must possess the ability work independently to research and clearly, concisely summarize complex data in both written and oral form to provide recommendations. In addition, knowledge of requirements for laboratory certification under the California Environmental Laboratory Accreditation Program (ELAP) and The National Environmental Laboratory Accreditation Council Institute (TNI), and of drinking water regulations under Title 22 and Title 17 of the California Code of Regulations are highly desirable as is experience working in the water or wastewater treatment industry.
Under general direction, the Program Analyst performs professional-level project work in the administration, coordination, and management of a single program or project of moderate visibility, or assists in managing one or more major programs; researches, compiles, and evaluates data and makes recommendations; prepares reports and budgets; and coordinates program activities with other departments or outside agencies.
EXPERIENCE AND EDUCATION
Two years of paid full time experience performing as a para-professional as it relates to report writing, research, analysis and/or technical support in the areas of administration, program management or system operations. Experience in the program area is desirable.
A Bachelor's Degree from an accredited college or university with major coursework in public or business administration, economics, accounting, personnel, or a closely related field.
Substitution of Education:
An additional four years of paid full time experience performing as a para-professional as it relates to report writing, research, analysis and/or technical support in the areas of administration, program management or system operations may substitute for the required education.
Salary: $72,571 to $95,222 Annually
