Salary
Operator-In-Training: $3,849.91 to 5,051.41/mo.
Operations Technician I: $4,893.32 to 6,538.54/mo.
Operations Technician II: $5,245.53 to 6,882.59/mo.
Operations Technician III: $5,507.80 to 7,226.71/mo.

The Santa Ynez River Water Conservation District, Improvement District No.1 is accepting applications to establish an eligibility list for the Operations Technician Series.

THE POSITIONS:
Depending on the position, performs a wide variety of work from basic to skilled duties in the operation and maintenance of the District’s water distribution system and production facilities, including the installation, maintenance, and repair of water services, valves, mains, hydrants, and meters; reading water meters and recording use; monitoring and ensuring compliance with local, state, and federal regulations regarding water system operations; utilizing the supervisory control and data acquisition system (SCADA); and operating and maintaining a variety of heavy equipment, hand and power tools, and miscellaneous equipment.

Distinguishing Characteristics:

Operator-In-Training
This is an entry-level position performing a variety of work on the District’s water service system. Incumbents work under relatively close supervision performing basic work in the maintenance of District facilities and equipment; reading water meters and recording use; and learning to perform the more difficult and skilled installation, maintenance, and repair assignments. As incumbents develop job knowledge and skills, they may begin performing duties and responsibilities characteristic of a more advanced job. Incumbents are required to obtain a Grade I Water Distribution (D-1) and Grade I Water Treatment (T-1) certificate from the State of California State Water Resources Control Board (SWRCB) within one year of the date of hire. Upon obtaining such certificates and upon completion of one year of satisfactory service with the District, an incumbent is eligible for promotion to the position of Operations Technician I.

Operations Technician I: This is an experienced working level job for performing a variety of operations and work on the District’s water production and distribution system. Incumbents are expected to work with minimal supervision and training performing skilled and semi-skilled maintenance, installation and repair assignments, and performing all operational duties. Positions at this level usually perform most of the duties required of the positions at the Operations Technician II level but are not expected to function with the same amount of skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern.

Operations Technician II: This is the intermediate journey-level class in the Operations Technician series. Incumbents are expected to have detailed knowledge of distribution operations. Positions at this level are distinguished from the Operations Technician I level by the performance of a range of duties as assigned, working independently, applying well developed skills, and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. This class is distinguished from the Operator III in that the latter is expected to assume lead responsibility over lower-level staff as needed and assumes responsibility for making independent decisions on the full range of control, operations, and maintenance problems.

Operations Technician III: This is an advanced journey level and lead level position in the Operations Technician series. Positions at this level are required to perform daily and routine work on the District’s water distribution system and coordinates with the field staff and management in the controlling of water supplies and service. Incumbents at this level may provide instruction and assistance to lower-level Operations Technicians. This position also performs the more advanced and skilled maintenance, installation, repair and operational duties and responsibilities. This level is distinguished from other Operations Technician positions within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for field project oversight and exercising functional and technical guidance over lower classified operations and maintenance staff. Employees at this level are required to be fully trained in all operation and maintenance procedures related to assigned area of responsibility.

REQUIRED EDUCATION
High school diploma or equivalent required for all positions within the Operations Technician series.

EXPERIENCE, LICENSES AND CERTIFICATIONS

Operator-In-Training: Incumbents are required to obtain a Grade I Water Distribution (D-1) and Grade I Water Treatment (T-1) certificate from the State of California, State Water Resources Control Board within one year of the date of hire.

Operations Technician I: Incumbents are required to have one year of experience in performing maintenance, repair and/or operation work with a public water system and possession of a Grade I Water Distribution (D-1) and Grade I Water Treatment (T-1) certificates from the State of California State Water Resources Control Board. Continued maintenance of a valid certificate is a condition of employment for this position.

Operations Technician II: Two years of increasingly responsible work experience in performing maintenance, repair, and operation work with a public water distribution system at the level of Operations Technician I or equivalent position and possession of a Grade II Water Distribution (D-2) and Grade I Water Treatment (T-1) certificates from the State of California State Water Resources Control Board. Continued maintenance of a valid certificate is a condition of employment for this position.

Operations Technician III: Five years as an Operations Technician II or equivalent or a total of 10 years as a Water Distribution Operator in the water industry and possession of a Grade III Distribution (D-3) and Grade II Water Treatment (T-2) certificates from the State of California Water Resources Control Board. Continued maintenance of a valid certificate is a condition of employment for this position.

REQUIRED FOR ALL POSITIONS

  • Possession of a valid California Motor Vehicle Driver’s license and be insurable with the District’s insurance at the standard rate and continue to meet the established driving standards as a condition of employment for this position.
  • Incumbents are required to participate in District provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment and continued maintenance of valid certificates as a condition of employment for this position.
  • Full-time residency within thirty (30) miles of the District office in order to efficiently respond to emergency calls.
  • Subject to call back during off-duty hours according to rotational schedule.

ESSENTIAL FUNCTIONS

  • Performs a variety of maintenance, repair, and installation work on District water distribution system and facilities, including meters, mains, services, and mechanical and electrical equipment.
  • Assists in the operation of the District’s water distribution system.
  • Performs landscaping and grounds keeping work, including weed abatement around reservoirs, wells, access roads and rights-of-way using mechanical equipment and chemical spray rigs.
  • Reads water meters and reports readings which appear to be unusually high, or low, reports meter leaks, and receives and reports complaints.
  • Observes pumping equipment, meters, and charts to identify possible problems and operating difficulties; makes appropriate adjustments, and maintains required records and logs.
  • May check on customer complaints and perform a variety of maintenance and repair tasks to remedy customer concerns and complaints.
  • Operates pneumatic, hydraulic, and gasoline powered tools.
  • Responds to emergency repair requests.
  • May collect water quality samples, test samples, assist in the treatment of water supplies, and maintain logs, records, and data systems for required reports.
  • Other duties as assigned.

  • CalPERS Retirement – benefit formula determined upon Public Employees’ Pension Reform Act of 2013 rules - final compensation is the average of the highest 36 consecutive months. CalPERS is a defined benefit retirement plan that includes a lifetime benefit determined by a set formula (years of service, age at retirement, and final compensation).

    • An employee who becomes a “new” member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2% @ 62 benefit formula (with Social Security) with three-year final compensation in accordance with the Public Employees' Pension Reform Act of 2013 (PEPRA). Employees contribute 7.25% of salary towards the employee CalPERS service contribution cost.

    • An employee who is a "classic" member of CalPERS hired before January 1, 2013 or who has reciprocity with CalPERS or who has less than a six-month break in service between employment in a CalPERS (or reciprocal) agency will be enrolled in the 2% at age 55 formula based on the employee's three-year final compensation average annual compensation to a maximum of the annual social security withholding limit.

  • Employees participate in Social Security.

  • Voluntary Deferred compensation plan available.

  • Disability insurance at a nominal cost to employee on date of hire.

  • 10 days vacation accrued each year (vacation accrual can be taken after six months of employment with the District); increases to 15 days after 5 years and 20 days after 10 years.

  • 12 paid holidays per year.

  • Sick leave – 12 days per year.
