The Southwest Florida Water Management District (District), a leader in protecting Florida’s water resources, is seeking an Operations and Land Management Assistant Bureau Chief. This is highly responsible administrative and professional work assisting the Operations and Land Management Bureau Chief in supervising day-to-day activities of the Operations and Land Management Bureau. Primary responsibilities include: direct supervision of two land section managers and general supervisory authority over three additional operations section managers at the Bureau Chief’s discretion; participation in the development and management of the department budget; drafting and reviewing written public communications; negotiation and development of real estate, land use and management contracts; participation in complex real estate transactions; management and enforcement of conservation easements, leases, and land use plans; development and implementation of policies and procedures; presentation of information to District Governing Board, Executive Staff, and other public bodies; and the administration of personnel matters.
Assists with the land maintenance, structure operation, and emergency operation activities including: oversight of the Four River Basins Project and other District water control structures; terrestrial and aquatic vegetation management; field operations related to road, fence, culvert, and bridge construction and maintenance; development and implementation of capital improvement plans; and coordination of the District’s emergency preparedness, response, and recovery operations. Performs other duties as required.

- Supervises and provides direction to two land section managers, general supervisory authority over three additional operations section managers at the Bureau Chief’s discretion, and departmental personnel. Evaluates work processes, implements efficiency and quality control improvements, establishes goals and monitors work progress within the bureau. Drafts or reviews responses to assigned correspondence, Governing Board agenda items, reports, real estate contracts, land use & management plans and annual updates to the Florida Forever Work plan. Assists with the land maintenance, structure operation, and emergency operation activities.
- Directs and negotiates the purchase, sale, or exchange of real property and works with the General Counsel Office on the legal aspects of real estate transactions. Directs and negotiates land management and use agreements and works with the General Counsel Office on the legal aspects of the agreements.
- Direct development of bureaus long-range policies, procedures, programs, and objectives relating to existing or anticipated bureau functions, consistent with the District's Strategic Plan and direction received from the Governing Board and Executive Staff.
- Builds and maintains a collaborative and high-performance culture that promotes technical and service excellence. Establishes and maintains positive working relationships with all levels of staff, Governing Board members, other agencies, and the public.
- Coordinates and participates in the development and management of the bureau budget throughout the year. Understands District-wide needs related to Bureau service delivery and ensures that the bureau resources are obtained, managed, and retained for the overall benefit of the District.

This position is typically scheduled to work 40 hours per week, Monday to Friday, with a home office at the Brooksville, FL Headquarters. $79,580.80 - $100,000.00 Annually
Pay grade 200. Minimum to approximately 30% annual rates of pay grade displayed. Starting pay will be based upon education and experience.
This position is eligible for relocation reimbursement, limited to moving expenses, upon meeting mileage and program criteria.

- Supplemental courses and experience in the principles and practices of real estate, including real estate and land use law and the methods and procedures used in appraising real property.
- Experience involving the acquisition, use, and management of water resource related lands.
- Experience involving the maintenance of conservation lands including burning, vegetation management, and the maintenance of roads, fences, culverts, bridges, etc. that may occur on the lands.
- Experience in emergency response and recovery.
