Job Description:

The Internal Communications Program Manager creates, supports, and oversees strategic internal outreach activities and objectives to both educate and engage employees, so they can then be the best ambassadors for the company. This position will serve as a major writer and content creator, and plan and/or oversee communication campaigns, projects, and other activities and materials related to company initiatives and issues. The Internal Communications Manager will also help manage and reinforce the company's branding and related guidelines.

This position supports communications for parent company California Water Service Group and Group's subsidiaries - primarily in California but also in Hawaii, New Mexico, Washington, and eventually Texas. The position reports to the Director of Corporate Communications and is located in any of Cal Water's locations (Torrance preferred).


The responsibilities and duties of the Internal Communications Program Manager will include, but not be limited to:
  • Creating and managing strategic communications programs to educate and increase engagement with all employees
  • Ensuring communication efforts support the company's strategic framework and culture
  • Serving as a Public Information Officer in company's Emergency Operations Center; rotating on-call assignments with other Communications employees
  • Managing external resources initially, with a desire to add an internal resource in the future (when resources allow), including prioritizing and assigning work, conducting performance reviews, and overseeing development of staff
  • Serving as content generator and writer for company/district-specific initiatives and issues
  • Overseeing development of talking points, knowledge base content, and other internal-facing materials to ensure employees are equipped to communicate accurately and consistently with external audiences
  • Conducting research and evaluation to improve and inform initiatives
  • Understanding regulatory policies and procedures to support General Rate Case, water quality, and other communications
  • Staying current and informed on industry best practices on communication strategies and tactics
  • Monitoring use of logo/branding to ensure consistency, and working with districts and departments to develop brand-appropriate materials
  • Working with internal managers, outside printers, consultants, and other vendors to produce and distribute materials to appropriate parties
  • Helping manage department budget and accounting process for communications efforts, including approving invoices, requesting bids, creating requisitions, ensuring Legal approval, and managing vendors
  • Participating in and supporting the company's Continuous Improvement program and projects
  • Attending meetings and trainings as directed by Cal Water
  • Performing other duties as assigned

  • Bachelor's degree in public relations, communications, journalism, or similar field and/or equivalent, relevant work experience
  • Minimum of 3-5 years of experience (7+ years preferred) and increasing responsibility in public relations, corporate or internal communications, marketing, or similar field
  • At least two years in a supervisory capacity, managing both internal and external resources
  • Proficient in use of Microsoft Office, particularly Word, Excel, PowerPoint, and Outlook
  • Graphic design/desktop publishing experience in Adobe Creative Suite/Cloud programs preferred, particularly InDesign, Photoshop, and Illustrator
  • Strong verbal and written communications skills
  • Knowledge of AP Style and excellent ability to proofread
  • Able to plan, organize, prioritize, multitask, negotiate, and network
  • Valid California Driver License

Salary Range: $75,100 - $159,300
