Salary: $139,596 - $174,336 annually
The Position: This division-level management position is responsible for managing the activities of the District’s Human Resources and Risk management functions, including employee and labor relations, recruitment and selection, classification and compensation, employee benefits administration, leave management, training and development, performance management, policy development, workers’ compensation, and liability insurance coverages. Participates as a key player with management and staff in labor negotiations and oversees the Memoranda of Understanding. The position reports to the Business Services Director.
Minimum Qualifications: The selected candidates are required to possess a Bachelor’s Degree (or equivalent) from an accredited college or university with major course work in Human Resources Management, Organizational Development, Business or Public Administration, Social or Behavioral Science, Risk Management, or a closely related field, and at least seven years of increasingly responsible experience performing human resources administration and risk management duties, with at least three years at the supervisory or management level involving employee and labor relations. A valid California Class C driver’s license and the ability to be insured under the District’s insurance program.
The Ideal Candidate: Delta Diablo has a career opportunity for an exceptionally talented and motivated Human Resources and Risk Manager to participate as a key player providing highly complex staff assistance to the General Manager and the Executive Management Team in support of the District mission. The District is seeking an individual proficient in a comprehensive range of human resources and risk management activities, including analyzing, organizing, and implementing initiatives related to the full range of human resources functions, which requires independent judgment, initiative, and communication skills to inform senior management and other department managers. The candidate will have a key role on the District’s labor negotiation team. The candidate must possess the ability to use discretion to work with confidential and sensitive information on a regular basis. May act as a leader for assigned District teams and projects and coordinate or oversee the work of other District staff.
Success in this position requires excellent collaboration to work effectively with all agency departments to understand their needs and develop creative and effective solutions.
About Delta Diablo: Delta Diablo (formerly Delta Diablo Sanitation District) is an innovative California special district that provides wastewater resource recovery services for over 215,000 customers in the cities of Antioch and Pittsburg, and the unincorporated community of Bay Point. These services include secondary treatment of wastewater; production and distribution of recycled water; pollution prevention activities; beneficial use of biosolids as a soil amendment at land application sites; street sweeping; and household hazardous waste collection. Delta Diablo owns and operates a water resource recovery facility (WRRF) that provides secondary treatment for an average wastewater flow of 13 million gallons per day (MGD) and tertiary treatment for approximately 6 MGD to produce recycled water for use at two local power plants, a golf course, and schools.

The District’s FY21/22 budget totals $43.5 million, which includes operating and capital budgets of $29.3 million and $14.2 million, respectively. The District’s current 5-year Capital Improvement Program ($132.2 million) guides planning, design, construction, and financing of prioritized capital projects in the District’s wastewater collection, conveyance, and treatment systems, and recycled water system.
