The Irvine Ranch Water District is recruiting for a Human Resources Analyst who under general supervision performs responsible professional level work in the areas of classification, compensation, benefits administration, recruitment and selection, labor relations and training and development. Assists in the development and administration of Human Resources related programs, policies and procedures.
Human Resources Analyst: is the Non-Exempt entry-level in the professional Human Resources series, requiring technical experience. Incumbents perform a limited variety of professional Human Resources assignments following established policies and procedures.
Summary of Duties:
Benefits Administration: Performs analytical activities and participates in the administration and analysis of the District's benefit program operations including health, life, dental, disability, Unemployment Insurance, employee assistance programs, flexible spending accounts, deferred compensation, retirement and leave-of-absence administration. Develops and implements employee orientation and on-boarding programs. Manages, plans, organizes, and coordinates the District's Worker's Compensation programs with third-party administrators; monitors claims and reviews case outcomes; manages, oversees and coordinates program activities. Coordinates medical examinations and the administration of drug and alcohol testing program; coordinates and conducts employee interactive meetings under ADA and FEHA; coordinates and organizes the District's employee fitness and health program. Assists in the review and administration of benefit contracts and consultants providing benefit advice to the District; provides benefit information and related materials to all levels of District staff.
HRIS Administration: Manages and oversees pay and benefit bi-weekly Human Resources Information system (HRIS) processing and ensures accurate system implementation of pay and benefit changes. Prepares salary and benefit system updates and changes and all related documents. Works with Information Services staff to ensure proper and efficient functioning of the HRIS. Assists with departmental and organization wide information needs and develops and disseminates information reports from the HRIS system as needed.
Assists in the development, maintenance and administration of personnel policies, practices and procedures. Interprets and explains memoranda of understanding, salary schedule resolutions, personnel policies and practices and other Human Resources related policies and procedures to managers, supervisors and other levels of staff; performs other related work as assigned. May supervise technical and clerical staff.
Comply with District safety work-related practices and attend relevant safety training.
Knowledge of: Basic principles, functions and practices of public human resources administration including organizational staffing, classification, compensation, and selection; basic job analysis methods and techniques and statistical research methods.
Training and Experience:
A combination of education and experience equivalent to a Bachelor's degree in Human Resources Management, Organizational Development, Psychology, Public Administration, Business Administration or a closely related field and two years of technical experience in the Human Resources field is required.
Computer skills, including Excel spreadsheets and word processing of a skill level sufficient to perform the job duties noted.
Society for Human Resources Management, Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), or International Public Management Association, Human ResourcesCertified Professional (IPMA-CP) is highly desirable.
