The General Manager of the District and shall be vested with the powers, duties, and responsibilities of a General Manager of a California Community Services District. These duties include, but are not limited to:

Tasks Required

  • Attend all board meetings and give informed and accurate reports to the Board. Have an understanding of the Brown Act and the Rosenberg Rules of Order to insure accurate meeting procedures.

  • Read meters and know the location of all the meters and main values in the District, including tanks sites. Provide meter read values for billing to be complete by the end of each month.

  • Filing the State /Drinking Water monthly reports update and distribute the Consumers Annual report, which requires knowledge of acceptable levels of mineral and chemical properties.

  • Have operational knowledge of all the District’s equipment, treatment and distribution system, pumps, and controller system (SCADA). Be able to react to and understand any equipment alarms.

  • Keep all necessary treatment supplies ordered and stocked.

  • Complete Locates in the community as requested by Dig Alert

  • Verify meter accuracy in response to customer concerns.

  • Maintain the District’s office equipment and improvements.

  • Oversee the District’s accounts receivables to ensure that accounts remain current.

  • Oversee the District’s accounts payable to ensure that all obligations of the District are timely paid.

  • Be able to operate the current billing system (CUSI software) to verify account data or as back-up for accounts receivable.

  • Oversee the complete business system of the District including the Street Light zone and Community Hall District.

  • Have the knowledge and ability to oversee research and determine any needed rate study.

  • Oversee and keep organized the District’s total financial system; Prepare annual budget. Review accountant’s documents and checks issued for accounts payable.

  • Work to increase the various income streams of the District such as rental of the Community Hall.

  • Effectively managing the District’s projects; including working with contractors and developers. The ability to read engineering plans. To work directly with the District’s Engineer(s).

  • Ensuring that that all development projects contemplated by those seeking service from the District are constructed according to California law and with the District’s specifications.

  • Responsible for back flow devices annual certification.

  • The General Manager shall perform such other duties as may be assigned by the Board of Directors without additional compensation.

Licenses Required

  • Currently hold and maintain a California Grade 1 Water Treatment license and a Grade 1 Distribution License

  • Must complete Grade 2 Water Treatment license and a Grade 2 Water Distribution license within eighteen (18) months of being hired on.

  • Appropriate certification for backflow devices.

  • Have and maintain possession of an appropriate license to operate a motor vehicle within the State of California and be able to comply with the District’s insurance requirements.

  • Being a competent manager of both issues and staff–capable of sustaining a respectful and productive work environment that inspires teamwork and positive results, values staff contributions and development, and prioritizes task lists, develops work schedules and has direct supervision over the work performed by the employees.

  • Working closely with the Board of Directors in examining potential impacts and developing alternatives to address a wide range of policy and operational issues.

  • Maintaining effective communication with others working with the District such as its engineer, attorney and Certified Public Accountant or bookkeeper.

  • Maintaining effective communication with other government agencies such as the Department of State Water Resource.

  • Availability of reliable transportation for business purposes.

  • The physical ability for frequent standing, sitting, bending, reaching, lifting of 100 pound loads, sufficient manual dexterity, with or without accommodation to grasp, hold and operate equipment, tools and writing materials.

  • Good judgment and decision-making skills.

  • Sufficient vision or other powers of observation, with or without reasonable accommodation, to read fine print, water meters and the outputs from and instructions for equipment used on the job.

  • Sufficient clarity of hearing or other communication abilities, with or without reasonable accommodation, to communicate in a clear and concise manner with regulatory agencies, the public, co-workers and consultants.

  • Sufficient clarity of speech or other communication capabilities, with or without reasonable accommodation, to communicate in a clear and concise manner with regulatory agencies, the public, co-workers and consultants.

  • Writing skills sufficient to prepare a variety of documents; maintain clear, accurate and concise records. The ability to operate such software programs as Quick Books, Microsoft Word and Microsoft Excel. And the ability to write and understand the process of applying for Grant funding.

  • Reading skills sufficient to understand written instructions, reports and other materials specific to the position, and to comprehend federal, state and local regulations, and written directions.

Hours of Work
General Manager is expected to devote necessary time outside normal office hours to business of the District. To that end, General Manager shall be allowed flexibility in setting his own office hours but working at least 40 hours per week.
