About the Position and Department
This position in the Engineering Department reports directly to the Engineering Manager and is a part of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.
The Engineering Department is responsible for the Planning, Budgeting, Design and Construction of all Otay Water District Facilities as well as the administration of all developer and new customer construction and services applications. The Department has a staff of approximately 29 employees.

Examples of Duties
- Administers consultant selection process and reviews, evaluates, and reports on work prepared by consultants. Administers consultant contracts.
- Makes oral presentations and participates in administrative hearings, public meetings, or related investigations as a representative of the District.
- Prepares Hazardous Materials Business Plans (HMBP’s), Spill Prevention Control and Countermeasure Plans (SPCC) and maintains compliance with all Certified Unified Program Agency (CUPA) programs for District facilities.
- Assists Project Managers in complying with California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) processes for District CIP Program.
- Manages the District’s Habitat Management Area (HMA) and comply with all reporting requirements.
- Updates and maintains the District’s environmental permits and agreements.
- Ensures that the District remains in compliance with environmental law changes.
- Prepares and presents various management reports concerning environmental issues/regulations.
- Oversees the Air Pollution Control District (APCD) Program/permitting.
- Assists in monthly, annual and “as-needed” report preparation, including preparing the annual operating and CIP budgets for projects.
- Evaluates habitats for re-vegetation requirements.
- Drafts staff reports and makes presentations to the Board of Directors.
- Represents the District on environmental and conservation matters with other agencies.
- Prepares and maintains files on the environmental progress of CIPs.
- Manages environmental consultants.
- Serves as a Project Manager on District projects, directing the work of assigned project staff and consultants in the planning, design, and construction of District facilities. This includes being a Project Manager for the Program Environmental Impact Report component of the Water Facilities Master Plan, the Water Shortage Contingency Plan, the Urban Water Management Plan for submission to the Department of Water Resources and submission to the Annual Water Supply and Demand Assessment.
- Prepares Water Supply Assessment Reports and Water Supply Assessment and Verification Reports to comply with SB610 and SB221 and presents to the Board for adoption.
- Provides training to Operations staff regarding compliance to environmental regulations during their field work.
- Assists Operations staff with environmental impact compliance and permitting during routine work and emergency repairs.
- Works with Operations staff on the preparation of on-going maintenance and annual audit of the Sewer System Management Plan (SSMP) and the Ralph W. Chapman Water Recycling Facility (RWCWRF) Industrial General Permit.
- Identifies and recommends opportunities for improvement.

Required Licenses and/or Certifications A valid California Class C Driver’s License and a safe driving record.
Minimum Experience, Education, and Training Requirements Experience: Three (3) years experience in environmental and regulatory compliance.
Education: Bachelor’s degree in Environmental Sciences or a closely related field.
This position is exempt from overtime.
