The ideal candidate must be a self-starter with a can-do attitude and always willing to assist where needed. Candidate must have professional public sector experience in the planning, design and construction of water, wastewater and/or recycled water system capital improvement projects; must be a clear communicator both orally and in writing to a variety of audiences, establish and maintain effective professional working relationships, be able to resolve conflict and be firm when necessary, have excellent organizational and computer skills.

This position performs professional and technical level duties in support of the City’s engineering services and activities; reviews and/or prepares plans, designs, and specifications of public works projects to ensure compliance with city codes, specifications, policies, and standards; serves as project manager on assigned projects; and responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.

Associate Engineer – This is the full journey level class within the professional Engineer series. Employees within this class are distinguished from the Assistant Engineer II by the performance of the full range of duties as assigned including complex design, plans review, management of projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering, design standards, regulations, construction and maintenance. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results.

Associate Civil Engineer – This is the advanced journey level class within the professional Engineer series. The Associate Civil Engineer is the first licensed engineer level responsible for performing the more complex and difficult engineering assignments including the more complex design and construction project management of large projects. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility and may be expected to provide lead direction and training to employees in lower level positions.

EDUCATION AND EXPERIENCE GUIDELINES

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Associate Engineer

Education/Training: A Bachelor’s degree from an accredited college or university with major course work in civil engineering or related field.

Experience: Three years increasingly responsible professional engineering experience including two years of experience comparable to an Assistant Engineer II with the City of Camarillo.

License or Certificate: Possession of a valid California driver’s license at a level appropriate to the equipment operated. Possession of an Engineer-In-Training certificate issued by the State of California. An additional two years of professional engineering experience may be substituted for the Engineer-In-Training certificate.

Associate Civil Engineer

Education/Training: A Bachelor’s degree from an accredited college or university with major course work in civil engineering or related field.

Experience: Three years increasingly responsible professional engineering experience including two years of experience comparable to an Assistant Engineer II with the City of Camarillo.

License or Certificate: Possession of a valid California driver’s license at a level appropriate to the equipment operated. Possession of a State of California Certificate of Registration as a Professional Engineer.
