The City of Oceanside is accepting applications for current and future vacancies for the position of Assistant Engineer. There is currently one vacancy in the Water Utilities Department. This position will be assigned to assist with plan checking and to complete customer inquiries for water and wastewater infrastructure data.

Examples of Duties

The Assistant Engineer will be:

  • preparing preliminary cost estimates of major public works projects; preparing specifications, reports, correspondence, plans, plats, petitions, diagrams, profiles, cross-sections, and material and cost estimates for engineering projects;

  • coordinating activities with regulatory branches of state and federal government;
  • preparing budget for engineering projects;
  • administering construction contracts;
  • preparing, soliciting, assembling and evaluating requests for proposals;
  • ensuring proper inspection of public works construction projects;
  • designing elements for water, wastewater, landscape and streetscape projects;
  • obtaining necessary data to make accurate and complete compilation of critical design information;
  • conducting studies to determine proper grade, drainage, and potential traffic requirements;
  • developing methods needed for analysis and application of standard design and similar engineering techniques;
  • coordinating and overseeing acquisition of streets, parks, parking lots, box culverts, catch basins, traffic signals, medians, water systems, water reservoirs, storm drains, and sanitary sewer systems including preparation of construction plans and specifications;
  • serving as project engineer on major engineering assignments and construction projects;
  • may lead the work of other engineering staff and environmental compliance officers;
  • performing other related work as assigned.

Minimum Qualifications

Knowledge of:

  • The application of civil engineering principles to the design and construction of water systems, streets, storm drains, sanitary sewers and similar public improvements and appurtenances.
  • Drafting and mapping principles and techniques.
  • Surveying methods and techniques.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • Principles and procedures of record keeping.
  • Principles of business letter writing and basic report preparation.

Ability to:

  • Perform complex engineering and mathematical calculations and draft plans and maps.
  • Learn to supervise major construction projects.
  • Learn to prepare plans, specifications, and technical reports.
  • Maintain and update accurate records and files.
  • Prepare clear and concise reports.
  • Work independently and efficiently to carry out assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective relationships with those contacted in the course of work.

Experience and Training

Experience: Two years of increasingly responsible civil engineering experience or landscape architecture experience.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering, landscape architecture or a related field.

License, Certificate: Possession of an appropriate, valid driver license. Possession of an Engineer-In-Training Certificate or Landscape Architect License is highly desirable.
