Description

The beautiful Southern California coastal City of San Clemente is seeking a qualified individual to serve as Water Qualify Code Compliance Officer-Limited Term. This position enforces municipal, state, and federal laws and regulations related to drainage systems, storm water runoff, and water related issues with municipal, commercial, industrial and residential sites; provides assistance to homeowners, tenants, and the business community; and to perform a variety of related duties as assigned.

Minimum Qualifications & The Ideal Candidate

EXPERIENCE AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

One year experience related to storm water management, NPDES storm water permit compliance/inspection or closely related experience is required.

Training:

Equivalent to a Bachelor's of Science Degree from an accredited college or university with major course work in civil engineering, biology, environmental engineering, ecology, environmental health or a related field. (A two-year AA or AS degree in Science, with two years of related, qualifying experience, in addition to the minimum required experience, may be accepted in lieu of a BS Degree.)

The ideal candidate will have knowledge of:

  • City, state and federal codes, ordinances and regulations related to water quality and water runoff nuisance requirements.
  • Operational characteristics, services, and activities of a water quality code enforcement program.
  • Basic chemistry.
  • Occupational hazards and standard safety practices.
  • Principles and practices used to deal effectively with the public.
  • Basic functions of related regulatory agencies and organizations.
  • Storm water regulations.
  • Methods and techniques of conflict resolution.
  • Record keeping methods and techniques.

The ideal candidate will have the ability to:

  • Interpret and enforce applicable City, State and Federal codes, ordinances and regulations related to storm water, and nuisance issues.
  • Understand and implement principles, practices, methods and techniques of inspection and code violations. Investigate and enforce a variety of issues related to water quality.
  • Identify common storm water pollutants and possible sources.
  • Enforce proper zoning, nuisance, health and safety requirements.
  • Know local geography and street locations.
  • Operate modern office equipment, including computers.
  • Prepare clear and concise reports.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
  • Work weekends and evenings as directed.

Duties

  • Inspect, implement, advise and educate on storm water Best Management Practices (BMPs).
  • Conduct pollutant source investigations and develop and execute plans to eliminate any identified sources.
  • Review Water Quality Management Plans and perform routine inspections of BMP structures, drainage systems, storm water runoff, and municipal, commercial, industrial and residential sites.
  • Prepare and issue violations, explain nature of violations, encourage compliance, and conduct follow-up procedures including correspondence, site visits and communication with property owners.
  • Coordinate with various agencies, municipal departments and consultants to enforce, educate and remediate storm water code violations.
  • Track enforcement and inspections in a specialized database and maintain files and records.
  • Advise at pre-construction meetings on BMPs and the requirements related to the municipal storm water code.
  • Prepare written correspondence regarding enforcement or education of the municipal storm water code.
  • Assist in preparing case reports and presentations for administrative proceedings; present and testify at administrative proceedings as necessary.
  • Respond to storm water pollution spills and oversee cleanup efforts and enforcement.
  • Perform related duties and responsibilities as required.
