Incumbent is responsible for assisting the Operations Manager with the construction, maintenance, monitoring and supervision of the potable water and recycled water distribution systems and wastewater collection system; and oversight of the facility maintenance and fleet divisions. Duties include: supervising staff, evaluating employee performance, preparing reports and Board agenda items; creating and delivering presentations; maintaining water quality utilizing best practices; troubleshooting problems with the water distribution system; responding to emergencies; setting up and monitoring preventive maintenance programs for all areas of responsibilities; overseeing and troubleshooting the repair of infrastructure and appurtenances under area of responsibility; working with Engineering Department, contractors and consultants on facility design and installation, supervising operational tests; evaluating the condition of related and auxiliary equipment; providing input for yearly budget considerations; managing cost center expenditures for each division including - equipment, supplies and capitol expenses; preparing and maintaining required documents and paperwork; assisting and supporting the Operations Manager in the management and administration of the Operations Department; and other duties as required.

Essential Duties

  • Provides overall division leadership and supervises staff to include: assisting with goal setting, assigning and monitoring work, training or ensuring staff are trained, setting performance standards, conducting performance evaluations, resolving conflicts, coaching staff, making hiring, discipline and termination recommendations and reviewing time sheets.
  • Oversees operational tests to determine the condition of infrastructure and facilities, analyzes test data, reviews staff recommendations and provides direction on maintenance and installation strategies.
  • Provides information to upper management and staff. Communicates openly and candidly with people at all levels of Padre Dam. Assures that information is being disseminated in an informative, positive, fair and accurate manner.
  • Tracks, monitors and supervises progress on the various maintenance programs within reporting divisions and provides guidance on scheduling, planning and cost analysis. Reviews outstanding work orders. Assists in job progress as needed and monitors compliance with various regulatory agencies.
  • Inspects work completed by contractors ensuring all work meets specifications. Provides input when contracted work needs to be revised and advises contractors on the proper set-up and installation of equipment being installed.
  • Creates, prepares and updates records and reports to track overall division work tasks and evaluate work being performed.
  • Ensures staff follows all safety practices in work procedures and enforces regular training and continual commitment to safety.
  • Participates in the design and reviewing of drawings/plans received from Engineering and recommends changes or additions to projects. Checks drawings to ensure that all aspects are covered.
  • Provides information to department head and other staff. Attends meetings for information gathering and input for Operations. Assists with preparation of reports for presentation to the Board of Directors.
  • Negotiates with manufacturers and vendors regarding necessary warranty work/repairs.
  • Assists with department budget development; monitors division cost center and seeks ways to contain costs within division.
  • Responds to emergency situations as necessary, including those that are after hours. Is responsible for the coordination of emergency responses, repairs and staff scheduling during emergencies to ensure adequate staff and resources are available for the duration of the emergency.
  • Evaluates the application of new technology or operational methods.
  • Performs other duties of a similar nature or level.

Training and Experience (position requirements at entry):

  • Three years of experience in the installation/repair and maintenance of water/wastewater equipment, facilities and appurtenances.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • 3 years of progressive supervisory experience and management/ administrative experience is desirable.
  • Associate's Degree in Management/Administration or related field required, undergraduate work in chemistry, water technology or a related field highly desirable.

Licensing Requirements (position requirements at entry):

  • Valid California Driver's License
  • At least one of the following licenses or certificates:
    • Water Distribution Operator Grade D4 certificate from the State of California, Water Resources Control Board. Grade D5 is preferable. CWEA (California Water Environment Association) Collection System maintenance Grade 2. Grade 3 is preferable.
    • Water Treatment Plant Operator Grade 2 certificate from the State of California, Water Resources Control Board is preferable.
