The City of Garden Grove is seeking a highly experienced and motivated individual for the WATER SERVICES MANAGER position.

The Water Services Manager oversees the functions of the Water Services Division, which includes over 60 employees throughout the Water Resources, Engineering, Quality, Production, Distribution, and Sanitation units. Under general direction from the Public Works Director, this position plans, organizes, and supervises the operations and maintenance of the Water Division that maintains the City's wells, reservoirs, water connections and sewer facilities.

The ideal candidate will possess: a strong foundation of knowledge and experience in the water services field; strong leadership, supervisory, and management skills and experience; clear and concise written and oral communication skills; experience working with a variety of customers, such as residents, City staff, developers, and federal and state agencies; and dedication to customer service.

The City of Garden Grove is the 5th largest city in Orange County, covering approximately 17.9 square miles and boasting 175,000 residents. The City is located approximately 34 miles south of Los Angeles and 4 miles from the Disneyland Resort. Example of Duties

Oversee the functions of each section of the Water Services Division, which includes Water Resources, Engineering, Quality, Production, Distribution, and Sanitation; Provide general direction in the construction, replacement and maintenance of water storage, water quality, ground water, imported water, distribution facilities, and sewer system repair and replacement programs; Direct the writing of specifications for and requisition of materials and equipment required for maintenance and expansion of water and sewer facilities;

Inspect and approve field crew construction and repair projects;

Develop and maintain customer-oriented work environment;

Prepare reports, studies, and analyses and make recommendations Administer funds allocated under the approved budget, control expenditure of funds, and assist and advise the department director in the preparation of the division's annual budget; Coordinate the survey and evaluation of current facilities in terms of adequacy and projected growth and assist in formulating recommendations for requirements of new facilities;

Provide general direction and supervision, including the selection, training, development and evaluation of staff;

Direct and plan the work of employees, including determining the techniques to be used by employees;

Set job performance standards for employees and ensure that standards are met; responsible for employee discipline when necessary;

Demonstrate leadership and provide an environment for staff development and team building;

Recommend organizational and personnel changes to the department director

Represent the department in its working relationships with other City departments, other public and private agencies;

Administer consultant agreements and contracts;

Act on behalf of the director and make presentations to City Council and other agencies;

Provide direction in the preparation of grant applications and ensure that all grant requirements are met;

Direct and monitor the water systems operational plan;

Ensure compliance with waste discharge requirements;

Perform other related duties as assigned.

Requirements

EXPERIENCE:

Four (4) years of increasingly responsible experience in utility systems planning, operation and maintenance, including sewer collection system experience, and two (2) years of responsible supervisory experience.

EDUCATION:

Bachelor's degree in civil engineering, business administration, or a related field from an accredited university or college.

CERTIFICATIONS

Possession of valid Grade 4 Water Distribution (D4) and valid Grade 3 Water Treatment (T3) certificates are required. Incumbents must maintain required certifications throughout employment.

SALARY: $108,036.00 - $144,780.00 Annually
